Standards and Governance
PSE operates within a disciplined framework of international and national standards. Construction contracts are administered under the FIDIC suite appropriate to each procurement route — the Red Book for traditionally procured civil works, where we act as the Engineer on dam and water supply assignments, and the Yellow Book for plant and design-build arrangements in which we serve as the Employer's Representative. Our engineers hold COREN registration, and the practice has commenced implementing ISO 9001 quality management across documentation, review and site supervision processes.
Where assignments are financed by the World Bank, our environmental and social due diligence follows the World Bank Environmental and Social Framework, covering screening, mitigation planning and safeguards supervision. Structural, hydraulic and geotechnical design references relevant British Standards and Eurocodes, applied to Nigerian site conditions and hydrology. Design review and verification are internal gateways: no dam, drainage or water supply drawing leaves the office without independent checking by a senior engineer. This governance structure is one reason clients — from river basin authorities to water supply consultants — return to PSE for supervision of works where failure is not an option: embankment stability, spillway capacity, drainage and borehole yield must be right first time.

At federal level, we have worked for the Federal Ministry of Water Resources and its predecessor ministry responsible for agriculture and water resources, delivering dam engineering, irrigation design and water supply assignments. The River Basin Development Authorities are core clients: PSE has completed projects for the Anambra-Imo River Basin Development Authority, the Benin-Owena River Basin Development Authority and the Lower Benue River Basin Development Authority, spanning feasibility, design, drainage works and construction supervision.
State governments engage PSE for urban and rural water supply, borehole programmes, irrigation design and erosion control, with schemes delivered across multiple Nigerian states.
