TECHNICAL SUPPORT AND OUTSOURCING
Supporting Service Line
Technical Support and Outsourcing
Technical Support and Outsourcing is one of PSE's supporting service lines. It provides engineering, documentation, design review, bills of quantities, modelling, site supervision support, technical reporting, project controls and specialist technical support to clients who require additional professional input.
This service does not replace PSE's core consulting engineering, environmental, oil and gas, water resources and infrastructure services. All technical support work is reviewed by Nigerian-registered engineers before delivery, ensuring technical integrity and compliance with applicable standards and codes.
Established 1984
Over four decades of engineering experience across civil, structural, water resources and infrastructure disciplines
COREN Registered
All design work reviewed and sealed by Nigerian-registered professional engineers
Standards Fluency
Experience with BS, ACI, AISC, AASHTO, and Nigerian-specific codes and regulations
Technical outsourcing engagements are quote-based with defined scope, deliverables, and quality standards. Work is not billed hourly—clients receive fixed-price proposals for specified tasks.
Engineering Services Offered
PSE provides four categories of technical outsourcing, each with rigorous quality assurance and independent review.
Structural Analysis & Design
Structural engineering calculations, member sizing, foundation design, and detailing for buildings, bridges, and industrial structures. Work delivered using Staad Pro, SAP2000, or ETABS with full calculation sheets and design justifications.
Typical Outputs
- Structural analysis models and load distribution diagrams
- Reinforced concrete design calculations per BS 8110 or ACI 318
- Steel design calculations per BS 5950 or AISC
- Foundation sizing and bearing capacity calculations
- Reinforcement drawings and bar bending schedules
Quality Standards
All structural designs reviewed by Nigerian-registered engineers. Calculations checked independently before delivery. Compliance with specified design codes verified.
Civil 3D Modeling & Road Design
Highway and site grading design using Autodesk Civil 3D. Services include existing ground modeling, horizontal and vertical alignment design, cross-section development, earthwork quantities, and drainage design.
Typical Outputs
- Civil 3D surface models from survey data
- Horizontal and vertical alignment design with super-elevation
- Typical cross-sections and corridor models
- Cut/fill earthwork quantities and mass haul diagrams
- Drainage layout and hydraulic calculations
Quality Standards
Models built to client layer standards and naming conventions. Design criteria compliance verified. Quantity calculations independently checked.
Bills of Quantities & Cost Estimation
Preparation of detailed Bills of Quantities for civil, structural, and MEP works following CESMM4, POMI, or client-specific measurement standards. Includes rate analysis, cost buildup, and pricing support using Nigerian market rates.
Typical Outputs
- Measured BOQ with item descriptions per measurement standard
- Rate analysis and cost buildup for major work items
- Material take-offs from drawings with waste allowances
- Provisional sums and daywork schedules
- BOQ in Excel or contractor software format
Quality Standards
Quantities checked against drawings by independent estimator. Rate databases updated quarterly. Nigerian market rates verified through supplier quotations.
Feasibility Studies & Technical Reports
Desktop feasibility assessments for infrastructure projects including technical concept development, preliminary sizing, construction methodology, and high-level cost estimates. Reports suitable for investment decisions or concept-stage approvals.
Typical Outputs
- Technical feasibility report with design basis
- Preliminary design calculations and sizing
- Construction methodology and schedule outline
- High-level capital cost estimate (+/- 30%)
- Risk register and technical constraints analysis
Quality Standards
Reports peer-reviewed by senior engineers. Cost estimates benchmarked against comparable projects. Technical recommendations supported by calculations.
Quality Assurance & Review Process
Every deliverable passes through a four-stage quality process before client submission. This ensures technical correctness, code compliance, and coordination integrity.
Scope Definition & Standards Agreement
Client provides drawings, specifications, design criteria, and applicable codes. PSE confirms understanding and clarifies ambiguities. Design standards, software versions, file formats, and deliverable expectations documented in writing.
Key Activities
Scope review meeting, standards clarification, milestone schedule agreement
Assignment & Execution
Work assigned to qualified engineers with relevant experience. Senior engineer oversight throughout execution. Client liaison engineer provides progress updates and manages technical queries.
Key Activities
Engineer assignment, progress tracking, technical query management
Internal Technical Review
All calculations and designs reviewed by independent senior engineer before client submission. Review checks compliance with design codes, calculation logic, and deliverable completeness. Reviewers sign-off required.
Key Activities
Independent calculation check, code compliance verification, drawing coordination review
Client Review & Revision
Draft deliverables submitted for client review. Client comments addressed systematically with technical justifications where applicable. Final deliverables incorporate agreed revisions and include revision tracking.
Key Activities
Comment resolution, revision management, final quality check
Independent Review Requirement
All structural calculations, Civil 3D models, and technical reports are reviewed by a senior engineer who did not perform the original work. This independent review verifies calculation logic, checks code compliance, and confirms deliverable completeness.
Reviewers sign calculation sheets and maintain review checklists documenting items checked. This process mirrors quality standards expected in European and North American design offices.
Integration with Client Teams
PSE provides specialist technical support that integrates with client engineering and project delivery teams. We adapt to client processes, tools and communication preferences.
Seamless Team Extension
PSE engineers function as extension of client design teams, not as disconnected subcontractors. We adapt to client CAD standards, project management tools, and communication protocols.
Client Benefits
Reduced coordination overhead, consistent deliverable quality, direct technical communication
Timezone & Communication Management
PSE operates in West Africa Time (GMT+1), providing overlap with European working hours and coverage outside Asian/US core hours. Daily progress emails, weekly status calls, and cloud-based file sharing maintain continuity.
Client Benefits
Extended coverage window, reduced turnaround time, real-time query resolution
BIM & Model Coordination
Where projects use BIM workflows, PSE coordinates models using client-specified platforms (Autodesk BIM 360, Trimble Connect, or similar). Clash detection and model audits performed before submission.
Client Benefits
Model coordination integrity, reduced site issues, integrated design delivery
Quality Feedback Loop
Client feedback on deliverable quality systematically captured and used to improve subsequent work packages. Senior management reviews quality metrics monthly and implements corrective actions.
Client Benefits
Continuous improvement, reduced rework, strengthened client relationships
Quote-Based Engagement Process
Technical outsourcing is priced per deliverable, not hourly. Clients receive fixed-price proposals with defined scope and quality commitments.
1. Scope Submission
Client provides project background, design requirements, applicable codes, and deliverable expectations. Reference drawings, specifications, or design basis documents uploaded via secure portal.
2. Clarification & Quote Preparation
PSE reviews scope and requests clarifications if needed. Within 5 working days, client receives detailed quote including scope breakdown, deliverables list, quality standards, timeline, and fixed price.
3. Engagement & Execution
Upon quote acceptance and advance payment, work commences per agreed schedule. Weekly progress updates provided. Client technical queries addressed within 24 hours. Draft deliverables submitted for review before finalization.
4. Final Delivery & Sign-Off
Final deliverables incorporate client comments and pass internal quality review. Deliverables include calculations, drawings, reports, and native file formats. Client sign-off confirms acceptance and closes engagement.
Pricing Approach
Pricing reflects work complexity, design code requirements, review intensity, and delivery timeline. Quotes are fixed-price for defined scope—no hourly rate surprises or budget creep.
Scope changes during execution are addressed through written change orders with price adjustments. This protects both client and PSE from ambiguity.
Submit Scope for Quote
Provide project scope and deliverable requirements. PSE will respond within 5 working days with detailed fixed-price quote.
