Technical Support and Outsourcing

Technical Support and Outsourcing is one of PSE's supporting service lines. It provides engineering, documentation, design review, bills of quantities, modelling, site supervision support, technical reporting, project controls and specialist technical support to clients who require additional professional input.

This service does not replace PSE's core consulting engineering, environmental, oil and gas, water resources and infrastructure services. All technical support work is reviewed by Nigerian-registered engineers before delivery, ensuring technical integrity and compliance with applicable standards and codes.

Technical outsourcing engagements are quote-based with defined scope, deliverables, and quality standards. Work is not billed hourly—clients receive fixed-price proposals for specified tasks.

PSE provides four categories of technical outsourcing, each with rigorous quality assurance and independent review.

Structural Analysis & Design

Structural engineering calculations, member sizing, foundation design, and detailing for buildings, bridges, and industrial structures. Work delivered using Staad Pro, SAP2000, or ETABS with full calculation sheets and design justifications.

Civil 3D Modeling & Road Design

Highway and site grading design using Autodesk Civil 3D. Services include existing ground modeling, horizontal and vertical alignment design, cross-section development, earthwork quantities, and drainage design.

Bills of Quantities & Cost Estimation

Preparation of detailed Bills of Quantities for civil, structural, and MEP works following CESMM4, POMI, or client-specific measurement standards. Includes rate analysis, cost buildup, and pricing support using Nigerian market rates.

Desktop feasibility assessments for infrastructure projects including technical concept development, preliminary sizing, construction methodology, and high-level cost estimates. Reports suitable for investment decisions or concept-stage approvals.

All structural calculations, Civil 3D models, and technical reports are reviewed by a senior engineer who did not perform the original work. This independent review verifies calculation logic, checks code compliance, and confirms deliverable completeness.

Reviewers sign calculation sheets and maintain review checklists documenting items checked. This process mirrors quality standards expected in European and North American design offices.

Quote-Based Engagement Process

Technical outsourcing is priced per deliverable, not hourly. Clients receive fixed-price proposals with defined scope and quality commitments.

1. Scope Submission

Client provides project background, design requirements, applicable codes, and deliverable expectations. Reference drawings, specifications, or design basis documents uploaded via secure portal.

2. Clarification & Quote Preparation

PSE reviews scope and requests clarifications if needed. Within 5 working days, client receives detailed quote including scope breakdown, deliverables list, quality standards, timeline, and fixed price.

3. Engagement & Execution

Upon quote acceptance and advance payment, work commences per agreed schedule. Weekly progress updates provided. Client technical queries addressed within 24 hours. Draft deliverables submitted for review before finalization.

4. Final Delivery & Sign-Off

Final deliverables incorporate client comments and pass internal quality review. Deliverables include calculations, drawings, reports, and native file formats. Client sign-off confirms acceptance and closes engagement.

Pricing Approach

Pricing reflects work complexity, design code requirements, review intensity, and delivery timeline. Quotes are fixed-price for defined scope—no hourly rate surprises or budget creep.

Scope changes during execution are addressed through written change orders with price adjustments. This protects both client and PSE from ambiguity.
