NIGERIA FOOTPRINT & BID SUPPORT

Nigeria Footprint and Bid Support is a targeted service for companies, contractors, developers, investors and international partners requiring credible Nigerian technical coordination, local representation, bid support, project documentation assistance, site coordination or implementation support. It complements PSE's core engineering consultancy, oil and gas, water resources, environmental, infrastructure, project management and construction supervision services.

Physical Presence Requirements

The In-Country Representation Challenge

Nigerian infrastructure procurement and regulatory processes frequently require physical presence at specific locations and times. Foreign firms pursuing opportunities or executing projects face practical constraints: pre-bid meetings in Abuja, site inspections in remote locations, clarification deadlines requiring hand-delivery, and bid submissions accepting only physical packages during narrow time windows.

Missing these requirements disqualifies bids, delays approvals, or forfeits participation in critical clarification opportunities. International travel for every meeting or submission is neither practical nor cost-effective.

Common Scenarios Requiring Physical Presence

  • Mandatory pre-bid meetings scheduled with 48 hours notice
  • Site inspections requiring sign-in sheets and photographic documentation
  • Clarification requests accepting only hand-delivered submissions with stamped receipts
  • Physical bid submission windows of 2-4 hours on specified dates
  • Regulatory agency meetings requiring original documentation review
  • Bid opening ceremonies where attendance affects subsequent clarifications

PSE provides professional in-country representation for foreign firms that cannot maintain continuous physical presence in Nigeria. Our role is strictly operational: we execute client instructions, document all activities with evidence, and ensure compliance with procedural requirements.

Supported Activities

PSE provides four categories of in-country support, each with documented evidence and formal reporting.

Meeting Representation

PSE representatives attend meetings with procurement authorities, project sponsors, or regulatory agencies on behalf of foreign clients. Representatives take detailed notes, clarify technical questions, and ensure client positions are accurately communicated.

Representative Examples

  • Pre-bid meetings and site inspections
  • Clarification meetings with procuring entities
  • Technical coordination meetings with project sponsors
  • Regulatory agency consultations

Evidence & Deliverables

Meeting attendance confirmation, detailed minutes, photographic evidence, follow-up action items

Site Visits & Inspections

Qualified engineers conduct site visits for bid preparation, due diligence, or project monitoring. Site visits produce technical observations, photographic documentation, and preliminary assessments suitable for design or feasibility work.

Representative Examples

  • Pre-bid site inspections
  • Geotechnical and environmental reconnaissance
  • Existing infrastructure condition assessments
  • Access route and logistics surveys

Evidence & Deliverables

Site visit report with observations, GPS-tagged photographs, preliminary measurements, access and logistics notes

Clarification Requests & Responses

PSE submits written clarification requests to procuring entities within tender deadlines and collects official responses. All submissions are documented with acknowledgement receipts and timestamped evidence.

Representative Examples

  • Technical specification clarifications
  • Tender document interpretation queries
  • Local content requirement clarifications
  • Submission deadline extensions

Evidence & Deliverables

Submitted clarification letters, official acknowledgement receipts, procuring entity responses, correspondence log

Bid Packaging & Physical Submission

PSE prepares physical bid packages according to tender requirements (binding, labeling, sealing, packaging) and submits to designated offices within deadline. All steps documented with photographic and receipt evidence.

Representative Examples

  • Bid document printing and binding
  • Package labeling and sealing per tender requirements
  • Physical delivery to submission location
  • Attendance at bid opening ceremonies

Evidence & Deliverables

Package preparation photos, submission receipts with official stamps, bid opening attendance confirmation, timestamp evidence

Engagement Workflow

All in-country support engagements follow a four-step process ensuring clear instructions, documented execution, and verifiable evidence.

1

Engagement Definition & NDA

2-3 business days

Client submits in-country support request detailing required activities, timeline, and supporting documentation. PSE reviews feasibility and responds with scope proposal, fees, and non-disclosure agreement. Both parties sign NDA before detailed discussion.

Key Outputs

Signed NDA, scope confirmation, fee agreement

2

Scope Documentation & Instructions

1-2 business days

Client provides detailed instructions including meeting objectives, clarification questions, site visit requirements, or bid submission specifications. PSE confirms understanding and logistics arrangements. All instructions documented in writing.

Key Outputs

Written instructions log, logistics plan, contact directory

3

Execution & Real-Time Updates

Per activity timeline

PSE representatives execute assigned tasks following client instructions. Real-time updates provided via email or messaging for time-sensitive activities. All interactions with authorities or third parties documented contemporaneously.

Key Outputs

Activity completion confirmations, preliminary observations, issue alerts

4

Evidence & Formal Reporting

2-3 business days post-activity

Upon completion, PSE delivers formal report with all documentary evidence including receipts, photographs, meeting minutes, and correspondence. Evidence package suitable for internal audit or compliance verification.

Key Outputs

Formal activity report, complete evidence package, timestamped documentation

Evidence-Based Representation

Every activity PSE undertakes on behalf of clients is documented with verifiable evidence. No verbal assurances—only documented proof.

Photographic Documentation

GPS-tagged photographs of meeting locations, site conditions, bid submission receipts, package preparation, and attendance sign-in sheets. All images timestamped and geotagged.

Official Receipts & Stamps

Scanned copies of all official acknowledgement receipts, submission stamps, meeting attendance confirmations, and correspondence from authorities. Original documents retained.

Written Meeting Minutes

Detailed minutes of all meetings attended including attendees, discussion points, technical clarifications, follow-up actions, and official announcements. Circulated within 24 hours.

Activity Timeline Logs

Chronological logs documenting each step of activity execution with timestamps, locations, personnel involved, and completion confirmations. Suitable for audit trails.

Why Evidence Matters

Clients require verifiable proof that instructions were executed correctly and on time. Evidence protects both client and PSE by creating an auditable record of all activities. In disputes or compliance reviews, documented evidence demonstrates due diligence.

PSE does not rely on verbal confirmations or informal assurances. Everything is documented, timestamped, and delivered in formal evidence packages.

Critical Limitations

Clients must understand the strict boundaries of PSE's in-country representation role.

No Influence Over Outcomes

PSE has no influence over procurement decisions, tender evaluations, regulatory approvals, or award outcomes. We execute procedural tasks and document evidence. We do not lobby, advocate, or attempt to influence decision-makers on behalf of clients.

No Guarantees of Success

PSE guarantees only that assigned tasks will be executed according to instructions and documented with evidence. We do not guarantee bid success, contract awards, regulatory approvals, or favorable treatment. Client competitiveness depends entirely on technical and commercial proposal quality.

No Political Lobbying or Access Brokering

PSE does not provide access to government officials, political figures, or decision-makers beyond standard procedural channels. We attend only official meetings open to all bidders or applicants. We do not arrange private meetings, facilitate informal discussions, or engage in political lobbying.

Operational Role Only

PSE's role is strictly operational: we follow client instructions for physical presence requirements and document activities. We do not make strategic decisions, negotiate on behalf of clients, or assume responsibility for proposal content. Clients retain full responsibility for all technical, commercial, and legal aspects of bids or applications.

Compliance Statement

PSE operates in full compliance with Nigerian procurement law and professional engineering standards. We do not engage in corrupt practices, bribery, or any activities that would compromise fair competition. Clients requesting services inconsistent with these principles will be declined.

Request In-Country Support

Submit a support request detailing your requirements. PSE will respond within 48 hours with feasibility assessment, scope proposal, and engagement terms.

Note: All requests are subject to feasibility assessment. PSE will confirm whether requested activities can be accommodated within timeline and scope constraints.

Non-disclosure agreements will be executed before detailed discussion of sensitive tender or project information.
